/fleet-management/v2/fleets

Create a fleet and populate it with vessels in a single call.
imo_numbers is mandatory, and at least one of the supplied IMOs must
resolve to a known vessel; otherwise the request is rejected with 400.
IMOs that are malformed or unknown do not fail the request when at least
one is valid. They come back under vessel_results.rejected, grouped by
reason (INVALID_FORMAT, NOT_FOUND).

name is mandatory, trimmed, and must be 3–100 characters. It must not
duplicate the name of another active fleet owned by the same user
(409). description is optional, up to 200 characters. A user may own
at most 10 fleets, and a fleet may hold at most 100 vessels; both limits
return 422.

Authenticates with your API key in the api-key request header.
Returns 201 Created.
